"cocked and locked"=safe carry?

As mentioned very early in this post, the best, safest pistol to carry with a round chambered (in my opinion) is the H&K P7. It is decocked until you pick it up and squeeze it. Its almost impossible to do accidentally (unless you are "playing" with the gun, a bad idea with any loaded weapon), but you can't miss doing it on purpose. Super accurate, low recoil, very concealable, excellent gun.

Downside: it costs a few hundred more than most other weapons...but it is worth it.

I echo what Forseti said, if you can afford it, the P7 (in either 9mm or .40S&W) is the safest gun you can carry.

Bargains are out there. I just picked up a used AMT Government Stainless for $300. Nothing fancy, but it's a fine shooter. My used Colt '91 Compact cost $450 and came with Meprolite night sights, Wilson guide god and Pachmyer grips. My NIB Springfield Champion and Kimber Poly/Stainless did dent the checking account!

I just finished an article by Ayoob regarding the 1911 for LEO duty. He claimed that a Florida department did tests showing that a cocked & locked 1911 took an average of 17 seconds for an untrained individual to fire. This was seen as a possibly life-saving advantage in the event of a weapon retention problem.

I didn't list conditions for a "double action" pistol. I listed conditions for a 1911 "single action" pistol.

Like I stated before, if you're not gonna carry the 1911 the way it was designed to(condition I), then you should consider a different carry gun. Carrying in Condition II is a much higher risk than I. Imagine, you're in a stressful situation. BG coming down hard on you, time is a precious comodity. You fumble with pulling the hammer back while all stressed out. That's enough time for your life to be over.

Carrying a firearm has one purpose. Defending you life or your loved ones. You should carry whatever provides you with the faster draw and fire. There are other firearms that you can draw and fire much faster than a 1911 in Condition II. However, in Condition I, it's hella fast.

I had the same question prior to carrying a 1911. You've still got to drop the hammer on a live round. Cocked & Locked is safer.
 
Or you can got to the way the military wanted the 1911 carried when the gave the specs fro the pistol. What Cooper calls Condition 0, cocked without the thumb safety applied. The original specs called for an automatic safety that would be engaged when the pistol was out of hand and disengaged while in hand, hence the grip safety. After several horses(I would guess) became lunch for some thing, the military decided to add the thumb safety. Then the requirements were to carry it in what we call C2. It was not for a few years did the carry specs be changed to C3.
