Who is "the State"?
The only thing that has changed in terms of the workload of the DPS personnel who handle CHL renewals is that they no longer have to check the forms that the CHL instructor would normally provide with the renewal packet.
Everything else is handled just as it was before.
I suppose that not having to check the forms from the CHL class might save a little bit of processing time, but they were very simple forms stating that the applicant had taken and passed the CHL class and shooting proficiency test.
