Larimer issues if you have a business in that county even tho' you don't reside there.
Too, Weld will issue if you "do business" there ... yo may do some investigations re "what's their definition of doing business" before you try to apply.
Heard a few months back that a sheriff was to issue out-of-county & the subject came up at a Sheriif's Assoc meeting. Other not-so-nice Sheriffs stated that if he did, then their sheriffs wouldn't neccessarily be there to help out at the borders. Very loney out there in the rural areas which borders very many of our counties. The statement was verified by some very reliable insider sources.
