CCW for smaller female + off body question

I'd look at something in the .32 caliber. Recoil will be light, she'll want to shoot it more. If size is a factor, the Kel Tec P-32, North American Arms Guardian .32, and the Seecamp are really small, so she'll have an easier time carrying it.

If she's absolutely set on off body carry, step up to a snub revolver in .38+P.
 
P32 with clip draw. I honestly think you could conceal that anywhere. And the .32 ACP is not to be sneezed at.
 
You can be a real hero here by telling your wife you will spring for the new wardrobe additions she needs for safe, on-body carry. A few sportcoats and tunics should do the trick. Take her to a couple of good thrift shops to start, then finish with a couple of new pieces.

Don't forget that shoes and dresses will also count as gun-related accessories.
