From the wording, it's not 100% clear - did your buddy buy from a dealer, or is he a dealer himself, since he had bill of sales, permit applications, and such?

If it's your buddy that's an FFL dealer, he probably had little choice but to co-operate under the terms of his license. I think most individuals would - and should! - politely ask for a warrant ANY time ANY alleged LEO wants to snoop around. No warrant? End the conversation.

Hmm... I've gotten a bunch of the 9mm PMP, and have started saving the brass for when I start reloading... but clean, IMO, it is not. 100 rounds of that gets my gun, hands, and arms as dirty as 500 rounds of, say, American Eagle. Also, it's a "wimpy" load, and can cause feed/ejection problems in some guns. However, that said, I've got about 800 rounds of it through my Beretta without the slightest glitch.

I live in Arizona, so it is a quite pleasent drive up to Prescott to purchase my prize in person. Depending on how much I shoot, a case will last me about a month. I buy my bulk .22RF from Walmart.
