From the wording, it's not 100% clear - did your buddy buy from a dealer, or is he a dealer himself, since he had bill of sales, permit applications, and such?...A reputable dealer, all legit, he's ordered from them many times...ATF showed up and asked to talk to him. He had the opportunity to open his safe, show the gentlemen his paperwork (bill of sales, permit applications, etc)...
