One of my first guns was a beat up model 10 for $100 from a pawnshop. It was an old guard gun or car gun something as the finish was worn off rusted etc., but it locks up tight, has a good bore and shoots just fine for defensive purposes.
 
The Ruger Six series gund are generally cheap and they are rugged. The Model 10 Smith is a little easier to carry, not much harder to conceal than a snubbie, and an axcellent choice.

Either one or an adjustable sight version if either will serve well.

Taurus revolvers have a reputation for poor quality control, but so do Rossi's. I have owned 2 Rossi guns and they were both excellent.

I've had a couple of those Rugers and they're good shooters. If you don't like the grip, and I never did, a Tylers T Grip adapter makes it feel like a new gun, or there lot's of aftermarket grips for it.

I got a used S&W 64 about a year ago in the 3 inch heavy barrel with a round butt. It has perfect balance, and a really nice double action trigger pull and with Pachmeir compact professional grips its one of the 3 best shootin wheel guns I own. FWIW
