Also keep in mind that you must use the tip up feature to unload these guns. Simply (difficulty due to spring weight) racking the slide will leave a cartridge in the chamber as there is no extractor.
 
That "foot" is the disconnector!
If it's holding the slide open, there is something wrong.
Pull the slide back with the grip off and see how it works.

Would a weak recoil spring allow the slide to stay back when pulled manually?

I sold my Minx, too much recoil.

In theory, yes-but I have never seen a 950 with a weak recoil spring. I have seen them with one side broken.
A bent trigger bar, or lack of lubrication is more likely.

I doubt if the recoil spring was weak because it ran so well. It was lubed and the trigger bar wasn't noticeably bent, but I didn't really examine it. Something may have been binding just enough to hold it back.

I found that youtube video and thought Beretta was really slick, but now it looks like they didn't plan it that way.
 
ALL 950s have a tip-up barrel.
Ok - had to be 100% sure about my 950 EL so - I dug it out of the safe.

Yep - sure enough, I was in error up above. Mine does indeed have a tip up barrel.
