Bad Plaintiff, but Good Law

The immediate repercussion in Philadelphia was that the city (or its insurer) paid a young man $25,000, AND the city entered into a consent agreement to retrain ALL their officers on what the law says regarding open carry, and the standard that must be met before they are allowed to conduct an investigatory stop.
That is what we would all hope would be the result. Most unlawful searches and seizures do not have such results, most often because the suspect is actually guilty of a crime. That makes pursuing civil liability more difficult, though not impossible.

I very specifically mentioned that this was in Philadelphia, where a license is required to carry openly OR concealed.
