Austin American Statesman says that Campus Carry bill will not pass

For those of us who aren't living in Texas, what's 46.02? Does that mean if I carry a Clint Eastwood .44 Magnum with a 6-foot barrel, I can't carry a folding pocket knife with a 2.475-inch blade?
 
(e) A private or independent institution of higher
education in this state, after consulting with students, staff, and
faculty of the institution, may establish rules, regulations, or
other provisions prohibiting license holders from carrying
handguns on premises that are owned or leased and operated by the institution and located on the campus of the institution.

This means that most private schools will probably ban. The method of consulting is vague and I'm sure that at most schools the faculty will be strongly against such as will be the campus police and administration.

The usual cliches will come out. Now some schools that have more of a conservative bent (not to raise politics) might allow but that would be few.

The arguments of self-defense, that if the public schools allow - nuts will focus on the private schools, and the like will be raised by some but dismissed as the raving of gun nuts.

Hope I'm wrong.

Well, it means concealed carry only so a 6" Model 29 might be tough. I misspoke as to the section. It was 46.05 which defines "illegal weapons" for carry. There are arguably some exceptions to those if you are licensed to carry a concealed handgun and carrying it. However, a folding knife is not an illegal knife so it should be OK.

Yes, they voted on and passed the Conference Committee report today. In this session, we passed the following bills:

Open Carry
Campus carry
Constitutional right to hunt and fish
Offer more protections to NFA owners by fixing defense to prosecution penalties
Established civil fines for municipalities/officials who illegally post public property with 30.06 laws
State preemption on knife laws

We didn't get everything we wanted (and rarely do) but this was an impressive run as sessions go.
 
No more "printing violation."

Very happy about the ability to open carry. Doesn't mean I will, but now, when concealing I won't have to worry about someone getting a peek.

Call the police if you want... When they come and ask for my license I will be happy to show it. We, after all, are the good guys.

I like the fact that that you still have to have your CHL to be allowed to carry openly... At least I know that you had SOME instruction before you strapped that big iron on your hip.

Open carry is going to attract a lot of attention. Attention I would prefer not to have, and I believe, attention that criminals don't want. IMHO, bad guys will not be carrying open. Those who aren't licensed won't be carrying open.

There are lots of places that you cannot take your gun in with you. Get ready to leave it in your truck. And still, if in that slim-chance situation that I can save a life, it will all be worth it. I hope it never happens.
 
CC passed, BUT...does not go into effect until the Fall 2016 semester. That was a change introduced in conference.

on which an activity sponsored by the institution is being
conducted, or a passenger transportation vehicle owned by the
institution.

That looks pretty absolute to me.
 
The universities have to report to the legislature on every building posted, and can't post the entire campus; but have to post every particular building to give effect to that prohibition. It certainly isn't ideal; but it is progress.
 
I know that some private Presidents are all excited to ban the entire campus! They didn't even know about the parking lot laws - :rolleyes: .

They are also immune to factual arguments.
 
The Campus Carry bill certainly has a lot of gray areas that will probably be litigated or the subject of later legislation. I'm sure private institutions will point to (e) and claim ability to ban all concealed carry and ignore the qualifications in (d) that also apply to private institutions.

Plus the "adjacent to campus" language, etc. It is definitely not what I would have hoped; but it gives us so ething to work with.
