Austin American Statesman says that Campus Carry bill will not pass

Is this true?

According to Austin American Statesman, opponents are stalling past the midnight deadline to procedurally kill campus carry.

Campus carry would be so much more useful than open carry (just my opinion).

Does anyone know what is actually happening at the capitol?
 
They were unsuccessful in the stalling past midnight tactic, though they did come within 20 minutes of being successful.

However, SB11 was successfully amended and must now pass conference committee/concurrence vote in the next two days. So, the bill is not in good shape by any means and if it does pass, it will be a lot more restrictive.
 
I agree that focus on open carry poisoned the well for much more useful legislation like campus carry or HR 308.

We will see what passes. It is possible for the clown college of the legislature to snatch passing these laws from the maw of passing.

My conspiracy mind suggests that it was orchestrated. Yes, I support gun rights but OH, NO - we just couldn't get it done.
 
The Second Amendment clearly has some Fudd-oriented "frenemies" in the Texas legislature who do not want to see us succeed but lack the courage to state their opposition openly. The big question is "Who?" and "How many?"

As much as I like the idea behind the Dutton amendment, when you see a Houston Dem promoting that amendment and Sen. Rodney Ellis voting for it, you should know that there is a hook in there somewhere.
 
It would seem to me that real progun folks would get together in the House and Senate and write a clean bill that a majority could support without amendments in both houses. That would be put forth.

Antigun amendments could be defeated and the bill passed.

The clown college we see now indicates that passing was not the real issue for many.
 
I'm glad that I am not the only person who thinks that campus carry is much more practical than open carry.

In Austin, it is practically impossible to sometimes tell if you are on the UT Austin campus. I am not going to risk an accidental gun crime. I'd rather just leave my CHL at home when near downtown Austin. I don't even have a speeding ticket on my record, that's how careful and lawful I am. The idea of becoming an accidental felon because of unintentionally crossing an invisible and unmarked line is absurd.

I really hope they pass campus carry.

Glenn/Tony, curious why you think campus carry is more useful than OC? My first thought was the opposite.

I've gotta think that in the long run, OC would be more useful in "the fight". I think the popularity of OC in a place like TX will encourage more people to get their CCW's simply so they can. Numbers are key, whether it's people who CCW or OC. CCW will also be necessary for Campus Carry, correct? OC isn't going to be legal on campus I'm sure.

I'm hope I'm wrong about the number of college students who will start carrying... but I think it'll be miniscule. While I love that "protection for women" is a very effective rally cry, and has a role in countering the typical leftist anti-gun indoctrination found in most colleges, I figure most who will end up carrying on campus are faculty men who already carry elsewhere, and not the masses of women students who will begin to arm themselves against rape. Considering the age you need to be to get a CCW, you're talking about a very small number of juniors or seniors who are even eligible to own a handgun. Sure, there will be some male students in the mix, but I'm just not getting the feeling that there will be any "surge" in new permits.

So maybe I'm wrong, but I think it's more important "useful" to get OC passed based on sheer numbers of people I feel will get their CCW as they see more and more people OC'ing in the state, and more people who get their CCW just so they can OC.

The deterrent value and actual number of folks who will OC is unknown.


However, we have incidents of folks stopping massacres - the Colorado church, Dr. Lee Silverman.

We have clearly targeted rampages on campuses. I prefer folks to be able to carry as compared there to those who want to posture.

I know quite a few mature students and campus workers who would carry. At the community colleges, branch campuses of state schools that cater to adults you have many folks over 21 - they have progun values.

Also, I know quite a few young TX women who do plan to get CHLs as soon as they can. They will go to master's programs, med school and/or other post graduate studies.

This is much more important that the unknown effect of some posturing person.
 
The Senate is debating the House Amendment to Campus Carry right now. Looks like the Senate will not concur in the amendments and is going to ask for a conference committee :rolleyes:
 
The conference committee report on SB11 is out. We could see a vote on that anytime now.

Haven't seen the report but rumor is they kept all the House amendments and added opt out for private universities.

Good news is no carve out for private universities. I just skimmed it but the same rules apply to both. No carry in teaching hospitals or posted buildings period. Universities can still prohibit guns in campus owned housing. No open carry on campus period. And a tricky little part where you can't carrying any other weapon prohibited by 46.02 if you carry a concealed handgun on campus.
