AR fixed 3x or 4x scope in $300 range...

So if you have to hold 1 mil to the left at 5x its still 1 mil at 14x? Or am I just being a noob?

You will want a mount for those that puts the optic more forward. Expect ~$175 for a good one. The Burris ar-15 one that is about $70 works just fine however. Not the prettiest or lightest but it works well.

It seems that there are not a lot of fixed power scopes on the market that meet my friend's criteria... My buddy has decided on the CMR from Leatherwood/HI Luxe. I will post a report after he gets it mounted and we sight in. Thanks for all the help guys...

That's why suggestions are often beyond the scope (no pun intended) of what was asked for.

People will buy a high $$$ rifle and then want to use the cheapest optics they can get by with.

Just like those who buy a $$$ handgun, stick it in an Uncle Mike's nylon holster (on a Wal*Mart belt), and wonder why they can't conceal the gun easily or draw fast from it.
