I would ask the dealer to put the refusal in writing with the reason you were denied. I would then consider sending it to the appropriate parties of interest.
Why would he? He can legally refuse any sale unless his reason for doing so is because the purchaser is a member of a protected class. Some state laws expand protected classes beyond federal definition, but I am unaware of any that extend to all transactions. In Ohio a dealer can legally refuse to sell to me b/c I am overweight.

Weird... I generally buy AR lowers 5 or 10 and a time when they're on sale to stockpile for the next gold rush and I've never had anyone say anything to me....
Sounds illegal to me if you don't have an FFL. You didn't know business activity without an FFL is illegal? Maybe one or two wouldn't draw much attention, but publicly posting about ten...

Down here in louisiana a individual can't purchase more than two handguns at a time.
I've sent in at least ten multiple sale of handgun forms on each just in 2015.
If you purchase two or more the dealer has to do one of the multiple handgun forms. It is delivered to local law enforcement that day. My understanding is that picking up one a day for a week from the same delivery or using multiple FFL to avoid the form is breaking the law. I have not researched it, but generally taking actions to avoid such things is illegal. ATFE proving your reason for doing so being another issue.

Not exactly, anytime a dealer transfers more than one handgun to the same buyer in any five business day period he is required to complete a Multiple Sale form. How many handguns that are purchased or paid for that day is immaterial......only the number of handguns actually transferred.

No, it's not.
ATF regulations require the dealer to fax or mail Copy 1 to the National Tracing Center at the close of business the day the transfer occurred.
Copy 2 is mailed to local LE, but oddly enough there is no requirement for how quickly it must be sent.

No Federal law prohibits anything of the sort.
Using "multiple FFL to avoid the form" doesn't violate the law because the law only applies to the DEALER, not the buyer. A buyer could buy ten handguns from ten different dealers on the same day and no Multiple Sales form would be required. (and no law violated)

After asking the lgs in which I've done most of my business with their response was; it's not against the law but it raises more flags and they try hard to only raise OLD GLORY. They even said something about it opens individuals up to level that the atf may investigate them. I belive they just don't want to do the extra forms or fax's. I don't know if they have to pay a fee for that but I don't normally buy collections unless they are on the clearance rack so not much of a. Chance for this to happen again.
 
Thought I'd give everyone a quick update. I had another FFL do the transfer of the pistol that I purchased and it went through without an issue. I also contacted my original FFL to see if he would give me any more information. He said that I was one of three people that the ATF agent called "suspicious" but would not tell me anything further aside from chastising me for the fact that I sell guns that I don't care for face to face rather than doing transfers. We have had the selling guns conversation before which always got annoying but he charges by far the least for a transfer of anyone within an hour of me so I've always went back to his shop for them. He also refused to give me any information on the ATF agent and when I said I might just try calling the ATF to see if they tell me anything he tried to tell me that they would not tell me anything until they decided to act on their "suspicions" if they decided to do so. At this point I would not be surprised if this really is just my old FFL having a problem rather than the ATF. I've always thought he seemed like a bit of a tool but just dealt with him to save $20 compared to the next closest FFL. I believe its just time to accept paying essentially a $20 surcharge to deal with better people.
