I would allow private HE weapons like above with some reasonable
purpose and licensing system.

fingerprinting, mandatory training, $5000 per weapon license, separate safe storage for weapon and ammo when not in immediate threat, limit of 100 rounds of ammo on hand, no possession by anyone with minor children...sound reasonbale to you?

Much of the artillery used through the Civil War was privately owned. It still is in Switzerland. It should be here.

If you register the ship in a nation that will allow you to purchase a "cheap" license to arm the vessel against piracy, all you have to do is comply with the USCG and notify them of the weapon and dismantle it upon entering US waters.

Also: volleyed muskets were a STRATEGIC weapon in 1776, as was the cavalry charge.

An AR-15 is a personal weapon.

The reasonable modern comparison to the Brown Bess would be a Shrike or GLCM.

As far as child porn: children are not considered adults for purposes of contract, therefore cannot legally consent to use of their image for profit. Problem solved. Nail the producers for child abuse and slavery, and take them out back and put a bullet through their necks.
