I'll deal with #3.
It is not the anti-CCW laws that keep you from usefully carrying a gun in a car. It is the anti-loaded weapon in a car law that stops that.
Repeal that one thing, and get strong state preemption and you have Arizona circa 1994. Quite liveable.
