The advice to get a bolt action 22 is still good. In order to learn to shoot a rifle, you have to master trigger control, breath control, sight picture, positions, etc, etc. It's easier to master those skills without the noise and recoil of a centerfire. The difference in cost between the hundreds of rounds of 22 and the same number of centerfire rounds would go a long way toward paying for a centerfire rifle. And at the end, you'll have a 22, which you would end up buying anyway.
Once you're ready for a centerfire, check out the Savage Axis, the Stevens 200, possibly the Marlin XS/XL series if Remington can make them as nice as Marlin did.
I'd recommend a 7mm-08 or 308.
