A well regulated militia - what does that mean?

From "The New Oxford Dictionary of English", one definition of "militia":
Militia, noun: A military force that engages in rebel activities, typically in opposition to a regular army.
 
I beleive the "well regulated" clause means that there must be a method in place to call the militia men to arms and to muster. In the past the town cryer or harold served this purpose. Today the Emergency Broadcast System could be used for the same.
