5.45x39 Ballistics

They're just supposed to tuble like crazy

Looking at the wound profile linked above, they tumble once initially on striking the target, with a second tumble starting by 12" (if it hasn't exited the target by then). Not exactly the little "buzzsaw" that most people think about when they envision a tumbling bullet, I imagine.
 
Another Attribute

I noticed an article in JANES' INFANTRY WEAPONS, about a decade ago, that reported the 5.45mm milsurp ball ammo featured an attribute not mentioned above.

IIRC, due to its construction, the bullet will outpace a 5.56mm bullet (any flavor) in about three- to four-hundred meters and carry on faster and with greater retained energy than the NATO alternative.

How important this advantage may be is debatable.

External ballistics is something the shooting fraternity seems to ignore to its own peril.
