3 Shot Dead at Calif. Sausage Site

by MARY ANN LICKTEIG

Associated Press Writer

SAN LEANDRO, Calif. (AP) -- A sausage factory owner who had complained he was being harassed by the government over health violations allegedly shot to death three meat inspectors who had come to examine the plant.

Stuart Alexander, 39, chased down another inspector before quietly surrendering to police Wednesday afternoon, police said.

''He was a good man, but pressure, pressure -- everybody blows up under pressure,'' said Michael Smith, a friend.

Alexander, a former candidate for San Leandro mayor who had run into financial and legal trouble, was booked on murder and attempted murder charges.

Killed were two inspectors from the U.S. Department of Agriculture and one from the state. It was unclear Thursday whether Alexander would face federal charges; under federal law, he could get the death penalty for the murder of a government employee.

Alexander's plant in San Leandro, just south of Oakland, had been closed and recently reopened. The factory had been cited for not properly heating sausage that was labeled as fully cooked and for not using expiration dates on meat, the San Francisco Chronicle reported.

Alexander had publicly protested the inspections of the factory, which has been in his family for three generations. A sign outside the plant, signed by Alexander, decried what he called harassment.

''To all our great customers, the USDA is coming into our plant harassing my employees and me, making it impossible to make our great product,'' the sign reads. ''Gee, if all meat plants could be in business for 79 years without one complaint, the meat inspectors would not have jobs. Therefore, we are taking legal action against them.''

Two federal and two state inspectors went to the factory Wednesday afternoon, and an argument apparently broke out.

Police said Alexander shot and killed federal inspectors Jeannie Hillery, 56, and Tom Quadros, 52, and state inspector Bill Shaline, 57. The victims were found alongside each other with multiple gunshot wounds.

A fourth inspector escaped injury by running out of the factory with Alexander chasing behind, firing shots, police said. He also allegedly returned to fire more shots at the three who were already dead.

A short time later, an unarmed Alexander calmly surrendered to a bicycle officer, police said.

It was not immediately clear whether he had a lawyer Thursday.

Jackie Galvan, a longtime friend, said that he had been harassed for months and that inspectors would show up frequently, bothering the plant's 10 or so employees.

''He did everything they asked of him,'' Galvan said. ''He was the most mild-mannered person I've ever known.''

Police Lt. Dan Marchetti said: ''He was pretty vocal about, well, everything. A lot of people apparently had words with him. I don't know of any recent threats, however.''

Alexander ran for mayor in 1998 and came in third among 12 candidates.

Two years earlier, he was arrested on suspicion of assault with a deadly weapon, elder abuse and other charges for allegedly attacking a neighbor in a dispute over garbage on Alexander's property. The charges were dropped when he paid his neighbor $10,000, according to court records.

Alexander filed for bankruptcy twice, most recently in January, according to court records. Lawsuits against him claim he did not repay tens of thousands of dollars in personal loans.

His family life also has been troubled. A younger brother committed suicide about two years ago by throwing himself in front of a train, and another brother was killed in a 1977 motorcycle accident.

''I could cry for his family, they've had so much tragedy,'' said family friend Carol Fehn Fitzpatrick.

Made with real USDA Inspector meat..... Sorry could not resist.

I'm sure that Jeannie Hillery, Tom Quadros, and Bill Shaline's children and grandchildren would find this as humorous as I do... :(

Making a joke about murder victims...

 Re: Understandable mistake?

The latest information is that the inspectors were demanding that the meat used in the sausages be cooked for a significantly longer time than the company had ever done before. (It is a family owned business which has been in operation for 80 years)
The owner tried this but said that most of his customers said that doing this had a bad effect on the taste. He argued that no one had been made sick by the original recipes for 80 years that there was no problem, just a govrenment rule that made no sense. The govenment position ws that a rule is a rule and they would keep him shutdown until he complied with their demands. They were meeting to enforce this when the shooting occured.

I am not saying what this guy did was correct or anything - but we are beginning to see this sort of thing happen with more regularity in recent years. As they control the lives of people more and more, more and more people begin to break and lash out at them. This is only the beginning and it will get much worse before it gets better. People are just beginning to get pissed off at the Govt. encroachment into their lives.

What an awful tragedy.

Whereas, if he'd just shot another citizen, he wouldn't be facing the death penalty.

Our rulers' lives are legally worth more than ours.

This tragedy will, of course, result in more and louder calls for gun control. Which will result in more people feeling angry and marginalized. Which will result in more tragic news items. Which will result in ...

:( When will it stop?

BluesMan,
I own a small company. I too have been harassed and extorted by state and federal agents. I have lost thousands of dollars over ridiculous rules. Even when the state or federal statute clearly states that I am right, I still have had to pay good money in legal fees to force government agencies to follow their own laws. I have seen family companies close, and peoples lives destroyed by these power hungry, "god" syndrome, p*ss ants. Call me callous, call me morbid if you wish, but I feel no sympathy for these people or their families. How do these people sleep knowing the pain and suffering they cause in their quest for power. What the man did was totally and absolutely wrong, but I can understand first hand how he felt. Sometimes when you play god, you find out the hard way that you are but a mortal.

A government rule that made no sense ? Duuuuuhhhhhh . The point being...... ???? Next to the 10 Commandments and The Constitution everything becomes frivilous .All these "laws" just complicate everything . Every law creates 3 loopholes that require 10 more laws to close .

Well, today it broke that the owner called LEO before anything happened. He reported 4 tresspassers and wanted them removed.

Also, this man has a good reputation. He felt that he was being harassed by the USDA for several years. He was on the verge of loosing his business as a result of the USDA.

It was extreme, but not unexpected.

Now the Bureau of Sausage Control agents will carry Glocks. They will use this incident to increase their budget and step up patrols.

Gotta keep the racoon meat out of the sausage!

Once again it proves that you can't not rely upon the government for protection when you need it. One must depend upon themselves and these three individuals had no means of self-defense except to try to escape.

Even though we don't agree with the decisions made by many inspectors be they federal, state, local or other employees in the private community that does not give someone the legal justification to take a life. I take no pleasure in hearing of incidents such as this. I would take some pleasure if another person near-by had had a firearm and was able to have prevented this senseless act.

This will only fuel the crys of many to continuing chipping away at the rights of all.

I do not know.

I believe that the anti-gun socialist slimeballs will use these murders against us, no doubt about it. Indeed, we are living in a time when government workers' lifes are deemed to be more valuable then those of John Q. Taxpayer.

Witness the Waco Burnout vs OKC Bombing.

I feel sorry for the poor guy who shot these inspectors, many of these people are quite arrogant, and I could see why someone might wish to pop a cap on them, or hammer some steel on them, but its' just not worth it.

I think it's time for people to band together and refuse to pay all taxes.
A tax revolt is what is needed to get government intrusion out of our lifes.

Anyone else have a better idea ?

I'm all ears.

Besides, its really getting down to the wire now, and we all know that more dirty, rotten things for the elimination of liberty in the US are coming down the pike soon, so what the hell do we have to lose?

I am saddend but not surprised by some of the responses posted here.

This guy is a murderer plain and simple, I do not feel sorry for him one bit. Who I do feel sorry for is the victims and their families. I cannot believe that our country has gotten to the point where some people defend this man's actions.

Since when did enforcing health standards become punishable by death? I for one have had food poisoning from sausage in the past and appreciate what the inspectors are doing. If this guy had a problem with the USDA there are other ways to handle it besides killing the inspectors.

If a previous post is true then he called the police to remove 4 trespassers . If they did not leave then 4 against 1 could be construed as deadly force and he defended himself . Do they have a right to enter ? Yes . Does he have a right to throw them out ? Yes . If they want to take it to the next level there are avenues for that . Without a warrant they must leave and inform their supervisors of the situation . Then the supervisors can take it to the next level .
