.25 generally uses faster powders and so might be as fast from short barrels as .22LR. 50gr jacketed bullet would likely penetrate further than a 30-40gr unjacketed bullet. Centerfire ignition is more reliable.
Prices run $7/50 for .25 ball and $3/50 for good .22 ball. The ammo cost isn't the limiting factor to my amount of practice, so I'd go with .25 for the mini pistols. Then again, I draw the line at .32 as I have seen (lack of) performance of .25
