Felt is about the only thing I don't keep on hand at all. Sadly, I don't know of a cheap way to get that.

Most all BP shooters order it from Durofelt, and free shipping is included in their prices.
As stated at the top of the linked page, order the 1/8" thick hard density F-1 felt located about 1/2 way down the page.

How much black powder do you consider can be stored safely?

My state fire prevention code specifies no more than 50# of BP, and 100# of smokeless powder in original containers, in a residential, detached one or two family dwelling.
I like to keep a good bit less than that.
