1000yds rifle.

IMO accuracy lies within a barrel more so than the action so no your howa isn't going to hurt anything. 6XC is a fine choice! I've been wanting one for some time now but have decided to rebarrel my rifle to 6.5x47L and have a 6XC built down the road. Almost all cartridges created with the 30 degree shoulder stand out as accurate cartridges, 6mmBr, 6XC, 6x47L, 6.5x47L, 6mmSLR, 6.5SLR, etc.

I like the 6.5 bullet a lot but if were talking 6.5x.284, scrap it and go .284 winchester or .284 norma. The 140gr 6.5s get outpaced by the .284 180gr berger VLDs. 7WSM and .284 winchester have very comparable ballistics, and i've seen people take them out to 2000yds and take Elk at 1380yds. It's ridiculous.
 
Yes it is long action. Short action cartridges work in a long action. Long action cartridges do not work in a short action.

But is the 30.06 boltface the same as the 6XC?
My question really is whether the manufacturer makes bolts/boltfaces that are normally short action available in a long action bolt?
 
Is the Howa rifles action you have the same as the modern Howa 1500 / Weatherby Vanguard that are available now? If so I know alot of shooter/gunsmiths that favour that action for building custom guns. The modern Howa/Weatherby action is a exact copy of a around 1960's Sako action and if you look closely they are also exactly the same as a Nosler model 48 rifle (a gun costing thousands) so they must be good. There is also a ton of aftermarket stuff available of the Howa1500/Weatherby Vanguard (not as much as the 700 but not far behind.

You could build a 6XC on a long action and I know they are pretty common in the 1000yard game but I think the 6.5-248 is alot more common and choosing either one of those calibers will mean you have to handload. I would go and have a look at what everyone is shooting and ask why they favour the round they are using and I would also find a good gunsmith that's into the 1000yard game and ask for advice. I use to shoot in a few longrange comps (F Class Open) and still do when I have the time/urge and I use a 260rem.
