WVA new laws on concealed carry !

It still seems that the new law applies only to West Virginia citizens. Can visitors to WV carry without a permit, or do visitors require a permit? This article, like all others I've read on this change, seems to say the latter.
 
It shouldn't take too long before it won't matter if someone is a WVA resident or not.
Doubtful if any law about it would be enforceable.
Who's to care other than a law officer with a legal reason to ask "Where are your papers?"
Doubt that's gonna' be popular just for carrying a weapon among all the other folks who will.

The reason for carrying a handgun is to have a handgun if you need to use it. If you ever need to use it, any LEO has legal reason to ask if you are (were) carrying legally. YMMV but I don't carry where it's not legal for me to carry.

Which is why I am trying to understand exactly what the new WV law actually says.

21+ years old: Any US citizen or legal resident of the US in WV who is 21 years of age or older, and who is not otherwise prohibited by law, may carry a concealed deadly weapon within the state of WV without a license. This does NOT grant a WV resident the right to carry in other states without a license. For carry in other states, West Virginians must obtain a license. (See below)

Actually having to use it, rather than just carrying it, is whole 'nuther can of worms, permit or no permit,

Yes, I would much prefer not to have to use a firearm in self defense but, should the need arise, I would prefer to be legal. There are some places I simply don't go (unless absolutely necessary) because I'm not allowed to carry there.
