Wtf Batfe?

I dont know how many fools they have sitting around at the BATF making up rules for us to obey, but there must be a lot of them.:mad:
 
so... what, precisely, IS a "substantive change"? Do i now owe an 11% tax on each pistol I've changed the grips on? Or just on my .45, which I've changed most of the controls out?

Since the serial numbered reciever is the "firearm" it would seem that by definition only those that take RAW materials and turns those meterials into a receiver would be "manufacturing a firearm."
