Wisconsin Carry Laws - Question

Since my wonderful state does not allow CCW period I have a couple questions concerning their definition as a concealed weapon. They state a concealed weapon is one in which:

1) The weapon is on your person or within reach.
2) The person is aware of the weapons presence.
3) The weapon is hidden.

Those three guidelines were stated in a Stature brief by the state of Wisconsin.

My question if the gun is not hidden is it concealed?? If i decide I want to wear a glock micro around my neck is that a concealed weapon?? What about my truck, if I keep my handgun on the seat next to me its not concealed, but if its in the glove box it is?? Which is safer, glock on the seat, glock in the glove box or glock in its holster where it should be around my waist???

This might be more of a rant then a question but I'm curious about what I can do.

According to this if they cannot see it on approach it could be considered concealed. I know when I was back visiting in LaCrosse my friend told me I couldn't have my Glock 78 between the seats since it was considered concealed as long as it was within reach in a car. As for on your neck, if open carry is permissable I would say yes so long as you can keep a case around it to protect the trigger. Even a Glock trigger could get pulled under freak circumstances. Although since I am not a judge, LEO, or lawyer in WI, this is all speculation. Talk to your PD or a lawyer buddy about it if you want concise info.
 
If I cant carry on my person, then I would like to be able to have it in the car, but not locked up under a case. I guess we really dont have much in the way of choices here, to bad.
 
Years ago Wisconsin was a relatively conservative state (I was born and raised in WI).

The liberals have certainly taken over the state. Kinda glad I haven't lived there for a number of years....... (It's still a beautiful state)
 
Does anyone know if it is considered a "weapon" if it is not loaded? I was not able to find a definition of "weapon"
 
Even if the gun is sitting on the seat of the car, it's still considered concealed because it's not in plain view. If you put it on the dash, it would not be concealed. But you would be arrested for improper transport. (Gun must be unloaded and in a case, with ammunition in a separate container).

It doesn't matter if the gun is loaded or not. I had a guy call a few weeks ago to ask some questions. He was pulled over for a traffic stop. The officer asked if there were any weapons. The guy told the officer that there was an unloaded revolver in the locked glove box. The guy was arrested for carrying a concealed weapon.
