Wisconsin and handguns in vehicle laws?

Just wondering if somebody knows for sure what the rule books cover on having a loaded handgun in a car without a conceil carry permit are... Could I keep the gun unloaded but with a loaded magazine in the car? In my line of work and lifestyle getting my ccw isn't really practical and the only time I wish I had my handgun is when I go on trips around the state to meet with people.
 
As per Statute 167.31:

(2) Prohibitions; motorboats and vehicles; highways and roadways.
(a) Except as provided in sub. (4), no person may place, possess, or transport a firearm, bow, or crossbow in or on a motorboat with the motor running, unless one of the following applies:
1. The firearm is unloaded or is a handgun.
2. The bow does not have an arrow nocked.
3. The crossbow is not cocked or is unloaded and enclosed in a carrying case.
(b) Except as provided in sub. (4), no person may place, possess, or transport a firearm, bow, or crossbow in or on a vehicle, unless one of the following applies:
1. The firearm is unloaded or is a handgun.

It's some odd wording, but I'm to understand that a handgun can be loaded in the vehicle, but it must be either in plain view (ie. on the passenger seat), or out of reach of the driver. This isn't in the Statute itself, but it appears to be the result of prior court rulings. The memorandum is here [pdf].
