Where would a fella find a new Model 1300 fully rifled slug barrel at a reasonable price? I've located one on ebay, but looking for a better deal, if there is such a thing.

I have a 1300 20 ga. I am still kicking myself for not buying a rifled barrel I found at a flea market. Anyway, auctions and flea markets & roadside Yard sales can yield results. Takes a little Patience. You also have to look at a lot of stuff only your wife would be interested in....that's the worst part!
Also, check out small out of the way gun shops. They often have spare shotgun (new & used) barrels for sale.

Model 1200,1300
It is cheaper to buy the whole gun. BBls are $190-$225.
One of my field guns is a 1200, needed a slug bbl, so i bought a 1300 for $200 with a slug bbl on it
