Winchester 40 S&W with Crimped in Primers

While doing a run of 40 S&W ammunition I have had about 20 Winchester cases that would not take a primer. I started looking them over, and the ones that would not take a primer looked to have a Military Style Crimped in Primer.
I had not noticed this before.
Anyone have an idea what these cases were loaded with?

The only possible reason for any .40 S&W cartridge to have crimped primers is a Police contract. And it's not a good reason.
They re-prime if you chamfer or swage 'em? Winchester may have slipped in some NT cases with small primers into their commercial line too.
