Wife's Ruger American SS .223 rifle

Just bought my wife a Ruger American stainless steel (compact) .223. I noticed when running a few rounds thru, the bolt is tight to close with factory ammo. It has not been fired yet! My question is, does anyone know if that rifle had a short throat?
 
I suspect it's simply because it's new, and the throat has nothing to do with it, unless you're seeing marks on the bullets
 
I have one in 243 Win. that was really tight the first time I took it to the range but it's loosened up some. It's my first bolt action rifle so I don't know if that's normal, just the case with mine. It's a real joy to shoot the rifle.
 
Could be just because it's new, but have you cleaned and oiled the receiver and bolt? My brother's new .308 bolt gun (different brand) was cranky out of the box until we cleaned the receiver and bolt of factory gunk and hit it with a couple of drops of oil.
 
We've got the same rifle but blued and it was the same way. Time and use has loosened it up to perfection. We also found a glorious load for 3031 and most and 75gr pill that we've tried.
