Why does a firm with UN ties fingerprint Texas CHL applicants?

The information in the website links below have to do with Texas CHL holders' bio-metric fingerprint data and confidential information being apparently subject to disclosure to the United Nations. The state of Texas has contracted with "MorphoTrustUSA" (which is owned by Safran, S.A., a French firm) to collect fingerprints and confidential info regarding concealed carry handgun license holders information.

Safran, S.A. (the parent company of MorphoTrust USA) has, according to their press releases shown, entered into the United Nations 10 point Global Compact.

Below you will find website links to MorphoTrustUSA, Safran,S.A., and the contract between the Texas Department of Public Safety, and MorphoTrust.

You will see numerous references to the United Nations' global compact, you will see Morpho's statements describing their corporate goal as "assisting emerging nations with building citizen registries, and ensuring citizen rights." (I thought we did that ourselves)

Anyway, on 34 of the contract between Texas and Morpho, a stipulation appears to me at least, to be a huge loophole allowing Morpho to transfer applicant data to an "off site" location, apparently with only oral permission being necessary.

Anyone interested in the recent UN Small Arms Treaty which the current Administration signed without Senate authorization, may find this arrangement concerning. After looking at these links, I wonder if any Firing Line members have any input or concerns on this?

The conspiracy folks could have a field day with this one.

I would inquire of the state Attorney General as to any potential for data security issues. Point to the clause in question. Maybe find a journalist to copy it all to.
