Who's the best?

Grammatically should be "better"; logically it's meaningless

Best doesn't mean anything in this context -
It is reasonable to ask whether a given holster, be it from Kramer or from Rosen, meets a particular need adequately.

When it is a Ford or Chevy choice how can one say a Ford F250 is the best compared to a Chevy Corvette?

Of the two makers here my own choice (2 holsters) is Kramer horsehide for field use; in my case N-frames. I tend to prefer Rosen (1 holster) to Kramer for concealed carry 1911 and to choose another maker entirely in any event - but preferences might well, and properly, be reversed for another user - especially with a different taste in handguns.

It is certainly true that both Kramer and Rosen make fine holsters which many many users have found entirely satisfactory for their own requirements.
 
There are too many REALLY GOOD holster makers out there now to say who's "best".

Among them are Sparks, Brommeland, High Noon, Ken Null, Kramer, Mitch Rosen... there's more but that's just the ones that come to me immediately.

All you need to do is to decide who makes the exact type you want and go from there. The only problem is the long lead times from most of them.
