White marks inside cylinder and around forcing cone

i recently purchased a used ruger secturity six blued, which i thought was in impeccable shape. However upon cleaning i noticed some whit material around forcing cone and inside the cylinder chamber it was kind of thick and some of it came off with a good scrubbing but there's still these marks. Could someone explain to me what it is (i dont think its rust) and how to remove it

I can't really tell from the pictures, but the most likely explanation is lead fouling. Lead turns white when it oxidizes.
 
When I looked at your pictures, my first thought was lead fouling also. As the others have stated, a good cleaning will take care of it.
