Which Brass Is Better

Not that I've observed. Both have pretty similarly tight dimensional tolerances. In some cartridges, Norma has a little more capacity, but I don't know about the 22-250, specifically.
 
Will vary from one cartridge to the next, but for the most part, tough to improve on Lapua. When I was shooting in 1,000 yard F Class, Lapua was used almost exclusively.

Nope. Both brands are over priced because they come from Europe.(1EUR is worth $1.23US. Plus duties.) And that's all. Neither is any better than any American brand either.
"...similarly tight dimensional tolerances..." That are CIP, not SAAMI. One or the other is a tick more, um, generous in their tolerances. Forget which. CIP, I think.
 
I use RP for my main brass (other than the 7.5 Swiss and PPU is the only reasonable prices brass there)

I have Lapua in two calibers as kind of a cross check, got it on sale.

While the Lapua is ok, new it was more dents than the PPU, needed trimming to get all even.

Longevity wise I saw a buy who did a torture test and Norma did last a lot longer than all others.

Lapua was mid upper range along with RP.

I used to buy R-P and Win brass and prep the heck out of it. Got tired of that finally and now just use Lapua and Norma. No prep required. As I see it, the good stuff is Norma, Lapua, and Nosler. As for case life, it’s my opinion (worth every penny you paid for it) that Norma lasts longest, and Nosler has the shorter case life. But I buy Lapua, except for my 270, and use Norma there.

That said, if you want a very accurate rifle, you should buy one. High priced brass won’t a sow’s ear into a silk purse, to butcher an old saying.
 
I use Lapua brass in Bartlein barrel 30-06,Hart Barrel 243AI, Lilja Barrel 284 and Lapua 220 Russian for my tight neck 6ppc. I neck up Lapua 6.5x284 for the 284 and I use Win 284 brass. When I shot 6.5x284 I used Lapua.

I got some Norma 7mag brass and neck it up for my Lilja barrel 30-333mag just to try. So far looks good. I have Rock Creek barrel 270Wby and I've been using Norma 270Wby brass.

I've shot more of the Lapua in certain rifles and I'll continue to shoot it and I'm sure not going to change to Norma in those rifles.
