When did Legal forum become "private"

I just tried to access the Legal and Political forum, and I was taken to a screen that said I was attempting to access a private forum, and it wanted me to confirm my identity..., I put in my regular ID and password, and it denied access, saying it was a private forum.

Anyone know what'd going on?
