What's a fluff and buff

I was reading a post about the Keltec P32 and a poster said that almost all P32 needed a "fluff and buff".
So, what does that entail?
 
For those who don't want to read the whole KTOG site procedure, "fluff and buff" is an "action job" -- a checklist for polishing up various parts of the action to make the pistol function more smoothly and reliably. It's suggested that you only do it if you encounter specific problems like misfeeds or not going into battery. Extreme caution should be taken during the steps that use a Dremel Moto-Tool, unless you want to explain to Kel-Tec's spare parts department why you ground the feed ramp completely off. :)

Leter serial numbers seem to need less fluff & buff than earlier ones.

Just to clarify:
A "fluff and buff" is something the owner would do?
Not send the gun into the company and have them work on the it?
