What power scope to see bullet holes at 100/200 yards?

I could easily see my bullet holes with a Unertl 20x but it was destroyed. I have no experience with other powers except a 3 x 9 which will not hack it. Hoping someone can advise me in this area. Thank you very much for your time.
 
I have an old Bausch & Lomb 45X-60X spotting scope, and I can see 22 cal bullet holes at 200 yds unless the light is from the side.

When I use targets that highlight the hit location in combination with binoculars, I have no problem seeing where I hit. You can see the difference in the two file attachments I provide here. As you can see, the hits on the Birchwood-Casey "Shoot-N-C" target is much easier to see. I hope this helps! Have fun, and shoot safe.

I have a 6.5X20 scope on my 22-250 rifle and can see .22 caliber size holes in plain paper targets at 100 yards with it.

To see .22 cal & larger holes in black paper with average/low-end optics:

100 yards: 20-25x

150 yards: 45x

200 yards: Preferably a 60x, but a high-quality 45x60 or 45x65 will work too in most circumstances. A VERY high quality 20x might even work at 200 yards - Swarovski, Leica, Zeiss, Brunton, Kowa.
 
Thank y'all for responding to my question. With my dearly departed 20x Unertl rifle scope I could easily see 22-250 bullet holes at 100 and 200 yards. Since it was a fixed power I was a bit curious as to how much lower in magnification I could go and still be able to see the holes. I'm trying to stay away from using a separate spotting scope. OJ, what power was that scope set on?
 
If the 20x Unertl scope worked for you before, another good 20x scope will work again. We don't have a 200 yard range where I live, so I can't cmt on that distance. But, I have a number of scopes that will see 22 caliber bullet holes at 100 yards. I know for sure that 20x will do the trick at 100. Old spotting scopes that were fixed power 20x's would do it years ago.
