What is this thing?

I have one of these:

The little 90 degree arm that protrudes from the actual rest platform. What is that?

Just a guess, but I think that it is the forearm stop...slide the gun forward until the front of the forearm touches the stop. That way the forearm is supported exactly the same way each time the gun is put into the rest.
