What is this Air Pistol - get the point?

Webley air pistol. Lifting the barrel will cock it.

Gentle rubbing with light oil and 0000 (4 zero) steel wool will remove the rust, although some of it looks like it is deep enough to cause pitting. Use lots of oil, but do not get conventional oil in the barrel or air chamber. Use special air gun oil there.

Webley started making air pistols in the 1920's and continued into the 21st century, so it's hard to say. I'd guess yours is fairly early given the 4 digit serial #, but it might just be one of the first of a newer model.

Here's a pic of my Webley Tempest .22.
Basically the same design "modernized". :)

Well mine was picked up at my grandpas house. he passed away a few weeks ago and we were allowed to grab whatever we want. I found it in a box with all his old war stuff. he is a ww2, korea and veitnam war vet. so i grabbed all his war stuff. the cool thing is with this air pistol there was a wrapped up item. i opened it up it turned out to be 7.65 Luger P08

I've changed the title. Post something like that again your peril.

Read the rules faq about the level of discourse that TFL wants you to hold to.
