What is it Sight Part ?

This item came among a large lot of shooting accessories and parts I obtained from the estate of an elderly Gunsmith. The two items were in the same plastic bag. Can anyone tell me what they are or go to.

The first couple pics look like a sight adjustment tool. The second is a calibration guide possibly for same.
 
One looks to be a sight adjustment tool, for a military type sight. The other looks to be a dial plate from a scope, or possibly from some sort of a sight. The tool doesn't match the dial plate and screw head. It is made to slip over a center pin, so it wont skid as you turn it.
