This is an interesting article on how 80,000 citizens in Oregon do not have police to call. Usually the conventional advice is to "just call the police" as a first measure and "let the police take care of it", but what if you live in a part of America which has no police?
The state of Oregon has issued this advice for its citizens:
“You may want to consider relocating to an area with adequate law enforcement services,”
I don't find this advice to be acceptable. So if you have a farm or a business which you have operated for over 20 years then you have to move because the government can't protect you.
