What does this mean?

I think we need more information. I have never seen that occur.

What rifle?

What caliber?

Do you have a scope on it?

Factory or handloads?

I have a .308 that will place 175 gr. bullets slightly left of a similar load with 168 gr. at 100 yards, but have never heard of what you describe.

Need to know what kind of sights on the rifle, and how many groups have you fired at 25- and 100-yards that verify this quirk. The shooting results supporting your statement have to be statistically reliable.

Here is what's happening:
As noted above, remount the scope.

I believe Mehavey is correct.

However you didn't mention the amount of left/right movement. If it is consistent and very minimal then it could be "gyroscopic drift" (look here). I highly doubt this would be the case at such short distances, but it crossed my mind.
