That kind of headstamp is a pretty strong indication of production somewhere in the Combloc.

Yeah, it's Romanian. Same stuff Ammoman is selling by the case right now. I've still got about 800 rounds of it in my closet.

Every outdoor range I go to doesn't care.
I have a spam can of 7.62X 25 and nothing to shoot it through. It is so cheap/round I couldn't pass it up.

Steel cored ammo hitting a rock or a range backer plate causes an amazing amount of sparks.

Mainly it's so they can sell you their Winchester "metric calibers" ammo for ~$1/round. It's really funny when they ban surplus 7.62x54R because it's steel core, and then give you the Win stuff to shoot, which is also steel core.

I've got 800 rounds of steel cored 7.62x39 in my basement. Decided I'd best hang on to it after its import was stopped.
And you're right, steel cored ammo is very tough to find in anything but 5.56 and 7.62 domestic surplus.
Mild steel jacketed is another matter altogether.
