I found this casing on the floor at a range. the picture shows it next to a 9mm. almost identical width. What is it???

7.62x25 Tokarev case.

22 is the factory that made it.

84 is the year of production.

That kind of headstamp is a pretty strong indication of production somewhere in the Combloc.

my indoor range won't allow it, they say it dents the back stop, and causes ricochets. i have heard some outdoor ranges don't allow, because of fire hazard. which sounds like a one in a million to me, but i wish there was an outdoor range around here that would allow it.
 
Mainly it's so they can sell you their Winchester "metric calibers" ammo for ~$1/round. It's really funny when they ban surplus 7.62x54R because it's steel core, and then give you the Win stuff to shoot, which is also steel core.
 
I've got 800 rounds of steel cored 7.62x39 in my basement. Decided I'd best hang on to it after its import was stopped.

And you're right, steel cored ammo is very tough to find in anything but 5.56 and 7.62 domestic surplus.

Mild steel jacketed is another matter altogether.
