What are these?

Picked these up at the range the other day. They are marked 7.62 x 64R on the bottom. I get it that is a cartridge but what's with the extended brass and the red tips?

an ordinary crimped blank is essentially just a regular length cartridge that was crimped down. These extra long ones are made like this so that they will actually fit and function just like a standard loaded round.
