West Virginia now honors Iowa. West Virginia will add more states but no time table has been given on when they will add them to their list. Iowa honors all other states. West Virginia “SHOULD” add Alabama, Indiana, Montana, Nebraska and Nevada in the coming months. Reason being those states already honor West Virginia and West Virginia just has to go through the process of getting an agreement or something in writing from that states “Governor” stating they honor the West Virginia permit for West Virginia to honor them.

Illinois New Carry Law Section 40. Non-resident license applications.

(a) For the purposes of this Section, "non-resident" means a person who has not resided within this State for more than 30 days and resides in another state or territory.

(b) The Department shall by rule allow for non-resident license applications from any state or territory of the United States with laws related to firearm ownership, possession, and carrying, that are substantially similar to the requirements to obtain a license under this Act.

(c) A resident of a state or territory approved by the Department under subsection (b) of this Section may apply for a non-resident license. The applicant shall apply to the Department and must meet all of the qualifications established in Section 25 of this Act, except for the Illinois residency requirement in item (xiv) of paragraph (2) of subsection (a) of Section 4 of the Firearm Owners Identification Card Act.

So it looks like Illinois will have to approve a state before a resident of that state can apply for a non resident permit in Illinois. The list could be very long or it could be very short. I have seen posts with non-residents wondering if they should take the class now and apply early or wait. Handgunlaw.us advises all non residents to wait to take the class as it could be a waste of money if your resident state is not on the approved list.

On a side note The San Francisco Supervisors have passed a bill that would outlaw the possession of any magazine that can hold more than 10 rounds and parts kits that can convert a magazine to hold more than 10 rounds. The Mayor is expected to sign it. It would be a misdemeanor to possess such magazines in the future. Those who legally possess magazines that hold more than 10 rounds under California law must remove them from the city within 90 days of the effective date of the bill. When the Mayor signs the bill I will add that information to the California Page Magazine Ban Section .

That's great news Gary. Those states that have universal recognition should be rewarded. I was hoping the new WV law would be more of the automatic kind like FL-meaning IA, MT and those other states would have been recognized by WV immediately when the new law was signed. We're getting there though.

As far as IL non-res permits, no other state has a similiar training requirement of 16 hours, and I don't know why they're requiring the other states' requirements be the same if there's no reciprocity.

Could you site a source ? otherwise I think this is completely wrong and Iowa honors no other state permit.

Just dont like false information on subject like this and would hate for someone to lose theyre privileges and rights among property(arms & ammo) thinking they are safe visiting IA carrying with xyz permit.
 
I am happy to be wrong though prior to shall issue in Iowa being passed Iowa did not honor other states permits. I really need to update myself on the latest law.
 
MrApathy, Iowa honoring all other states didn't get much press. With Shall Issue in the bill that is what got all the press and is what those in Iowa were pressing for. The new law went into effect 1/1/11.
 
Press1280, Not sure what legislators had in mind when they required a non-residents CCW laws be similar to Illinois for them to get a CCW. But then I can't figure out some other states that will accept a resident permit from another state but not a non-resident or like Indiana that require you to have a business in the state to get a non-resident CCW, but accept all other states CCW. How about Colorado, shall issue except if you want to get a non-resident CCW you are asked to give a reason and state if you own property or a business in Colorado, sounds like may issue for non-residents. Why do many states require a license to open carry that requires training but you can open carry with no license? How about a 15 round magazine limit but no limit on the number of guns you can carry with 15 round magazines? No thats not Illinois, carry as many handguns as you wish with as large a capacity magazines as you wish here.
