Weird ring on 223 case

I wouldn't use it--if that's what you're thinking. Don't know what or why it's like that. My only guess is something to do with full-length sizing die or seat die compressing the shoulder?

Could it be a mark left by an improperly set neck sizer? Or someone treid to use a sizer die from a different caliber on it? Lube it and run it through a full length sizer and see if the ring is still there.
 
I doubt these are reloads, they were shot from an AR a couple tables next to me and he was just blasting through them.

I suspect his chamber had a 'step' of some sort causing the indentation. Somethng I've never seen before.
 
Could be from an improperly cut chamber in the rifle that was too short for the shoulder. But that's just a guess.
