weaver 3-9 moves point of impact with magnification

I have an old steel body Weaver v9 IIw 3-9x40 AO on a 22RF. I have had it a few years, though I think the guy I bought it from said he got it in the early 70's.

I use it only on 9 power, but for something different today I tried varying the power down to 3, and the group moved vertically by about 1.5" at 25 yards. Returning to 9 power, the group was still 0.75" high. Winding the magnification ring a few times, brought the group pretty close to where it started on 9 power.

When new, did these scopes hold their point of impact with varying magnification?

Also the view through the scope looks somewhat yellowish, and is quite dim compared to modern scopes (kind of like looking through sunglasses). It is still fine for shooting in bright light though.

Were these scopes clear when new? What causes the dimming?

With the cost of repairs would I be better off buying a new scope?

Dump it and get a Leupold or better.

Lower cost scopes cost less for a reason, the quality isn't there. Most low cost variables don't track when magnification is adjusted, and don't have the brightness or clarity of a better scope.

When I get a scope like yours in trade it typically goes on a loaner rifle or a 22.
