Nickel is just a protective plating, like a protective paint, which can be scratched. Stainless steel provides rust protection to the whole metal since all the metal will have a certain amount of chromium in it.
However even stainless steel will rust if left wet, whereas nickel plating will not be affected by any moisture on the outside as long as it is not scratched.
Usually stainless steel will have a nickel plating offering 'double' protection.
