My PK shoots low and to the left.

The front sight is fixed to the slide and cannot be changed and the rear sight is only adjustable to the right and/or left.

How can I raise the point of impact and also move the POI to the right.

Move the rear sight to the right, and file down the front sight.

If you don't want to file, try ammo with heavier bullet and lower muzzle velocity.
