You can hunt skunks. You can hunt rodents not mentioned in the small game mammal category, such as gophers, woodchucks, etc. Rodents cannot be a furbearing animal such as muskrat or beaver, however.

See page 23 of the regulations. That's the best guide within the regs. I hope that helps. Also, use page 42 and 43 to see which types of mammals are specifically referred to as small game. All of those listed typically require a small game license and some have specific seasons.

I think you might have more success in getting this interpreted in The Hunt (by those who have practical application), so I'm going to move it there.
 
Squirrels, rabbits, hares... are all considered small game, and you need a license to take them.

Nuisance birds... starlings and house sparrows are fine to take any time, as they're non-native invasive nuisance species. Crows... there is a hunting season for them (two actually, 3/1 – 3/31 and 7/15 – 10/15), but you don't need a license to hunt them. (Just be sure they're crows and not ravens, if you're in Northern MN! I'm fairly sure ravens are protected.)

Small game season in Minnesota starts 9/18/10. And a license costs under $20.00 for residents and for non-resident youth hunters, so it's not a biggie. Information on firearms safety classes, required for anyone born after 1979, is available here. Lots of open classes this month and next, so if you haven't already taken one, rush right out, Drummer -- they're also cheap.
 
Looks like I am going to have to find the time for a firearms safety course (only 19 here).

I am going to try and get that done as soon as I can.

Dang no classes I can do till July or later (I am rarely in town for more than a week).
