Vanguard "Sub MOA" .223 info please

looking for more info on this rifle; it has a timney trigger and newly installed barrel; located at LGS; the gun has other indecisive lookers
 
The fact that someone replaed the trigger with a Timney is a plus, IMO. Rebarreled by Weatherby? Does the barrel say Weatherby on it? If so, then it is likely a Krieger Criterion barrel, not a bad barrel at all. But as T.O'Heir states, that rifle is no longer the same as when it left the factory, so it is an unknown. But, all things considered, it is probably a good shooter.
 
Replaced trigger and barrel sort makes it a "start over" in my book. Whether it's still a "sub moa" is a big question mark.
