Utahs carry law to other states

I live in Milwaukee, WI, we are one of 2 states that do not have concealed carry for private citizens. I saw an add in the Milwaukee news paper for a 4 hour class to get a Utah State carry permit, that by the sound of the add would let you carry in other states. Can anyone shed any light on it, if this is true or was this just a scam for $150.00

Utah has a relatively large number of states with reciprocity.

A number of states have changed their laws so that only a permit issued by your state of residence is allowed, meaning a Utah non-resident permit is not longer valid in their state.
 
Yes, Utah issues permits to non-residents (about half of Utah permits go to non-residents). Those permits are recognized by a large number of states and will allow the permit holder to CCW in those states. Although the class will deal with Utah's concealed carry laws, the permit holder must abide by the laws of the state in which he is carrying. As brickeyee notes, some states differentiate between a resident permit and a non-resident permit, and will not recognize the non-resident permit.
 
For example, A UT permit will not work in the state of AL, for residents of AL. This is true for any other state's permit for AL residents in AL.

Therefore, you need an AL permit to carry in AL if you're a resident. Having both gives you a pretty good number of states that you are now legal to carry in, so it's well worth to get both, at least in my case.

thanks, if that site you posted is current then nothing will help us in WI and that add was just to take your $150.00, I can not believe we are on of the 2 that does not permit CCW, that is the Madison Libs in WI controlling things here!!!!

There is nothing in Utah's laws that would prevent you from getting a Utah permit, including living in Wisconsin.

Fully half of currently issued Utah permits go to out-of-state applicants.

This is what BCI has to say about the change:
One major change in the new law is regarding some non-resident applicants for the Utah concealed firearm permit. If a non-resident applicant is from a state that either has a formal reciprocity agreement with Utah or recognizes the Utah concealed firearm permit, the applicant must hold and provide proof of a current concealed firearm or concealed weapon permit issued by the applicant’s state of residency upon application for the Utah concealed firearm permit. This change will not affect those applicants who reside in a state that does not have formal reciprocity or recognition with Utah, i.e. California, New York, Kansas, etc. Renewal applications will be under this new requirement starting January 1, 2012.
